The start of Joy’s relationship with CARES came in tandem with the University of Cambridge’s discussions around setting up the first overseas research centre in Singapore. As part of the founding team, she led the administrative and operations functions throughout the centre’s first decade.
Notably, the centre’s flagship Centre for Carbon Reduction and Chemical Technologies (C4T) programme started the construction of the CARES laboratories and offices in the CREATE Tower.
This led the way for further collaborative programmes between Cambridge and Singapore such as the Centre for Lifelong Learning and Individualised Cognition (CLIC) and the centre’s involvement in Pharma Innovation Programme Singapore (PIPS) supported by Singapore’s Agency for Science, Technology and Research (A*STAR).

The end of Joy’s 10-year journey is marked by the great success of CARES as an international collaboration platform through 18 distinct programmes, more than 700 papers and 36,000 citations, and 4 active spin-offs based in Singapore.
Joy is succeeded by Ms Elizabeth MacRae in the role of Chief of Staff. Before her appointment in Singapore, Liz worked as a research scientist at Harvard and the University of Cambridge, before moving into management within the University of Cambridge, bringing with her international experience in the research landscape from her work in the US.
